Strengthening Sectoral Programming through PAMframes in Khyber Pakhtunkhwa’s Merged Areas

Synopsis:

The project aims to strengthen the development, rationalization, implementation, and measurement of sectoral programming in Khyber Pakhtunkhwa’s Merged Areas (MAs) through the use of Programming Approaches/Analytics and Measures (PAMframes). The initiative is part of the Tribal Decade Strategy (TDS 2020-30) to uplift the socio-economic conditions of the people in the MAs.

Narrative of the Project Description:

Background:

The Government of Khyber Pakhtunkhwa has formulated the Tribal Decade Strategy (TDS) to guide development programs and interventions in the Merged Areas for the next ten years. The Accelerated Implementation Program (AIP) has been established under the Planning and Development Department (P&DD) to implement the TDS in three phases from 2020 to 2030. Considering the significance and political sensitivity of the development schemes under AIP, it was deemed essential to orient key staff of all departments on the urgency of development, its alignment with the TDS, and the importance of effective programming based on analytics and objective measurement.

Objectives:

– Institutionalize Programming Approaches/Analytics and Measures (PAM) in the ADP and AIP planning process to enable results-oriented planning and programming.
– Facilitate context-specific innovations in service delivery systems and improve data collection and analysis for better decision-making.
– Strengthen the overall planning process of GoKP to make logical, prudent, and accountable decisions for sectoral resource allocation.

Project Impact:

The project successfully institutionalized Programming Approaches/Analytics and Measures (PAMframes) in the ADP and AIP planning process, leading to results-oriented planning and programming in Khyber Pakhtunkhwa’s Merged Areas. It facilitated context-specific innovations in service delivery systems and improved data collection and analysis, enabling evidence-based decision-making and policy formulation. By adopting PAMframes, logical and prudent decisions were made for sectoral resource allocation, resulting in better utilization and impactful development interventions. The project’s sectoral assessments identified gaps, challenges, and opportunities, leading to the adoption of best practices and context-specific innovations. Overall, the initiative enhanced accountability in the implementation of development projects, contributing to the successful implementation of the Tribal Decade Strategy and uplifting the socio-economic conditions of the people in the Merged Areas of Khyber Pakhtunkhwa.
